If I applied to several schools through Questbridge and don't get accepted in the full-ride program. Can I still apply to that school as early or regular decision?
For example)
If I get into the questbridge process and my top 8 schools are all ivy's. I get denied by all the schools through the questbridge process. But I really want to go to Brown College. Can I still apply to Brown as a different pool? Or do I get denied absolutely if I get denied by the questbridge process?

Yes. Not being matched is not the same as receiving a rejection.

As choyphin said, if you are not matched during the College Match process, you have not been rejected. You may still apply to those colleges through the RD round, often times using the very app you completed for QuestBridge in the first place.

And so if you are matched with a school does that mean you are accepted to that school with a full-scholarship?

If you are matched to one of the schools (up to 8) that you submit for ED, it is binding. You have a full ride and you have no out.
