Can I apply to the honors college if I'm not sure I want to go to UCF yet?

I did not pay any deposit yet cause UCF is my safety school. However, if I do end up going I want to apply to the honors college. Should I wait?

Per webpage. "A student may apply to The Burnett Honors College prior to being admitted to UCF, but the Burnett Honors College will be unable to review the application until the applicant has been admitted to UCF.
