Can I choose not to receive loan (or pay back immediately)?

Most schools offer loan as a kind of aid. My question is: can a student pay back the loan immediately so as not to incur interests? I know the interests are low but there are one. However, if you pay back the loan or refuse to accept it at first you don't need to pay any additional interests, no matter how little or much. The student can then ask his parents or relatives to lend him money if he really needs it and I don't think that parents and relatives would ask for interests. So is it possible?
