I want to transfer to Whitman College in the fall, but I'm afraid my high school grades won't be good enough. If I transfer as a fall applicant, and don't get in, is there a way I could transfer in the spring to start next year and use my college grades to show my academic improvement?

It looks like it’s possible from their Common Data Set (Section D) but you should call their admissions dept to ask. Note that your HS record will be considered for all transfers.
