<p>Penn State LOVES out of state kids. They love money. They hate in-staters.</p>
<p>Definitely apply well before the Nov 30 priority deadline to avoid last minute issues that some have experienced (late transcripts, etc). This year there appeared to be a lot of people with strong records who applied regular deadline to PSU and and other prominant state schools like Maryland (esp to their “limited enrollment” majors like engineeering) that got shut out. Also, as we are now just realizing, accepting your PSU offer of admission in late April or May 1 could mean assignment to a 6-8 person “supplemental housing” room (should have read CC discussion boards more carefully last fall!).</p>
