I have a 3.9(weighted) gpa and my sat is 1510 (new). What are my chances at uc berkely/ucla/ucsd/ucsb??

If your UC capped weighted GPA is 3.9 then you have a very good chance at UC Merced, Riverside and Santa Cruz. The mid-tier UC’s like Irvine, Davis and Santa Barbara could go either way and the top UC’s will be tough depending upon intended major. UC’s are very GPA focused and even though you have an excellent SAT score, your GPA is very important and all but UCM,UCR and UCSC have average UC GPA’s in the 4.0+ range.
These are the Freshman admit ranges based on 2017 data and not major specific. GPA is not the only indicator of your chances but it will give you an idea of which schools to target.

Remember, HS course rigor/HS competitiveness, Personal insight essays, EC’s and test scores will be taken into consideration along with major.
You really would want to figure out your UC capped GPA. Impossible to ascertain based on what you said so far which is very little. The UC GPAs do not count 9th grade. It also does not count non a-g classes such as PE. It gives a bump for dual enrollment a-g classes and certain honors classes in addition to the normal bump you would get in AP classes, that you wouldn’t get with a normal weighted GPA. You might also want to show what AP classes you’ve taken plus your scores, your intended major, and also any relevant ECs.

What will your intended major be for each school? Preliminarily, UCB and UCLA will be very hard to get into and UCSD will be reachy but doable. UCSB is a match but it depends on major.
With a capped weighted UC GPA of 3.85, I will reiterate that UC Merced, Riverside and Santa Cruz will be solid Safety/Match schools. UC Irvine, Davis and Santa Barbara are around 50/50 since your GPA is below the averages (at or below the 25th percentile) even with your excellent SAT score. UCB/UCLA and UCSD look out of Reach but your overall application including EC’s and essays can help your chances. Apply widely and just remember that the more competitive majors will have many applicants with UC GPA’s of 4.0+.
Best of luck and if a CA resident, also consider some of the top Cal States such as Cal Poly SLO, San Diego State, CSU Long Beach and Cal Poly Pomona depending upon what you plan to study.
