And this November, I need to submit my applications to the colleges that I want to go (I am applying to Cal States), but it shows that I need to fill in the SSN, but I do not have one yet. <p>As to establishing permanent residency status later and qualifying for in state tuition rates, you need to contact a CSU and talk those in admission who deal with residency issues and find what you need to do and whether you can qualify as in-state before school begins next fall.</p>
<p>Student F-1 Visas are Non-Immigrant visas and are intended for just that - being a student.
You are “legal” so long as you remain a student and comply with the rules of the visa.
