can I get into EECS(UCB)?

Hi,
I have 4.1 wgpa for 10th and 11th.
School doesn't disclose class rank but my counselor says it's 34/350.
My stats:
SATI:2340
SATII: Math 2C 800, Bio 800, Literature 780
I have taken 5 APs, 2 Honors during 10th and 11th.
5 APs in my senior year.

My ECs:
plain. Founder and president of a out-of-school community service club,
varsity debate, newspaper club editor, tutored at a math tutoring instutite
A lot of community service hours(250+)

Honors:
National Merit semi-finalist
AP Scholar
National Honor Society
National Foreign Language Society

I tried to change my major from EECS to Undeclared/Letters&Science yesterday. Faxed the request. The admission office says they will review it but it seems that it may be too late.

Do you think they can change my major from EECS to UD/L&S?
If not, what is my chance to get in EECS?

I also applied to UCLA(Bioengineering),UCSD(Bioengineering-premed).
What are my chances please?

thanks!!

BTW, I have taken 2 collge courses at a local community collge last summer, A for English Composition, B for Intro to Microeconomics.
I am taking 7 coures this year(senior year), 5 of them are APs.
I went to Stanford debate camp in summer 2003, Northwestern debate camp in summer 2004. Will the college consider this a unique experience
for Engineering major candidate? I think my essay is not bad.

UCSD-BioE: you are in, according to their method of comprehensive review
UCLA: hard to tell due to competitive pool of applicants and severely small incoming bioE class size
UCB: simliar to UCLA

Thank you for the answer.
Is it possible to change major at this point?
Will they review my request and change my major for UCB application?
thanks again.
