I am a former community college student who had a 2.5 gpa upon transferring to a 4 year institution. At my four year I have turned it around by get mostly A’s, but my cumulative gpa is only a 3.0 whereas my major gpa is 3.7. What are my chances as a Political Science major to get into the masters of government program at schools like USC, Georgetown, Nyu and etc?
Note my community college grades were poor because I interned more than I attended my classes.

However, with an overall 3.0 GPA and a 3.7 major GPA, I think you should give it a shot. A 3.0 is usually the minimum requirement for master’s programs, but your major GPA shows that you can achieve in your field - and government is directly related to your major in PS. It also sounds like you have a sharp upward trend - turning around from a 2.5 in CC to a 3.0 now. So maybe your last 60 credits GPA is actually far higher. Those will work in your favor.
Honestly I think you are screwed. The competition for grad school now is super tough, especially at the institutions you have just mentioned…I’d try, but have some backups which are cheaper, local, and offer something similar in case you get shafted.
