Can I get into Rutgers New Brunswick Engineering

My stats are as follows-

A 1490 superscore on the new SAT
A 3.8 unweighted GPA
Treasurer of a club,Interned
NO SPORTS

Also the thing is I moved to the US in the midst of 11th grade from another country. The High school here failed to account for the difficulty of the courses I took ( IB courses, GCSES(UK)), and the translated grades kind of went up and down. That Kinda messed up my GPA

What are my chances?

Also the thing is my volunteering, clubs are all concentrated into grade 11-12. This is because in the country I came from, there is not that big an emphasis until grade 11.
