I have a low SAT score that is 970 but my GPA is 3.9. I’m planning to apply to UCI, UCR, UCSD, and UCB.

Your SAT of 970 is your only score? Do you plan to retake?
Right now your SAT score puts you well below the 25th percentile for all the UC’s. UC Merced might be an option but a slim possibility.
Why the UC’s? Are you a California Resident? If so, several Cal states would love to have you. What is your college budget?
What is your intended major? SAT Math and EBRW score? What about HS course rigor and EC’s?
