Can I make up for a lack of foreign language credits in the rest of my application?

I wonder if it’s possible to test out of foreign language?

A student may have the opportunity to test out of a foreign language requirement for graduating from a college.

I don’t see a way to “test out” of an admissions requirement/strong recommendation.
