I was formally a resident of Texas until sophomore year in high school, where I lived with my mom.. My mom is still a resident of Texas and will remain there. I moved to California for my junior and senior year, I was looking into Texas A&M and I was wondering if I was eligible for in-state tuition since I was a resident and my mom is a resident of Texas

You need to look at each school’s policy (yes, even within the state, they differ). Don’t post that vital question here – you need to spend time reading the exact particulars of each of your target TX schools.

Texas A&M has good merit aid and if you satisfy their stats you might get a good tuition break, regardless.
