I was accepted to Rutgers with a $13,000 Trustee’s scholarship and Honors College. I am strongly considering taking a gap year and reapplying to some other colleges, however, I do not want to lose my scholarship and honors college if I reapply to some other colleges over the gap year. Is it possible that I can pay my deposit to Rutgers, gap year, and reapply to other schools?

No. It is unethical. Your high guidance counselor would decline to assist you with the application process, submit transcripts and so on, because doing so could have negative repercussions for the GC, the school and other applicants. Rutgers could rescind the acceptance.
Another option would be to pay your deposit, defer, and re-consider Rutgers. Either figure out how it could work for you or decide to give up your place. If you give up your place before the next application season then that would not create a conflict and you could apply to other schools.
Is Rutgers affordable for your family? Are all the schools you want to apply to affordable? The risks would be applying again to only reach schools with low-admit rate and not being accepted or being accepted to a school that is not actually affordable.
