Currently, I am eligible for HOPE in terms of my residency in Georgia. However, I might be going out of state for a year. If I were to do that and then return to Georgia for my second year, would I still qualify for HOPE on the basis that I had been eligible out of high school?

The answer is on the HOPE sight, not here.
Generally, you are eligible based on your parents’ domicile, and they must have been there for a year as of the first day of classes. Otherwise, if you are already in college, generally, you can retain the HOPE if your parents move away but if you stayed enrolled continuously.
