<p>If your PSAT score meets the cutoff of your state, you will be a National Merit Scholar Semifinalist. To become a NMS Finalist, you will be evaluated by your SAT scores, transcript, application essay, and recommendations. It seems that this year those semifinalists with Cs on their transcripts were not promoted to finalists. However, there may be exceptions. IMO, it is up to the competitiveness in each year.</p>
