I don’t think I will be able to pay CSS fees. So how can I get fee waiver? Should I ask college or collegeboard?

No they cannot. you will have to ask the individual colleges for a waiver code
Yes, some schools offer. Some might ask for the Intl Student Certification of Finances or/and the Int. Student Financial Aid Application Form. I received waivers from 2 schools, but other schools required that I submit the aforementioned forms. Only one school out off 9 insisted on using CSS Profile without a fee waiver.

If you can’t pay the fee, then how will you pay for tuition, room, board, fees, books, international airfare?
What schools did you apply to? What are your stats? How much in US $ can you pay each year for 4 years?
