What is the criteria for fee waivers? Can international students apply and where can forms be found??

The [College Board SAT fee waiver](http://www.nacacnet.org/CareerDevelopment/Resources/Pages/FeeWaiverFAQ.aspx) is available to foreign students who are planning to take the test in the United States. The criteria for these fee waivers are based on financial hardship in paying for SAT scores / college applications. Only a school guidance counselor can give you a waiver.

The [NACAC fee waiver](http://www.nacacnet.org/CareerDevelopment/Resources/Pages/FeeWaiverFAQ.aspx) is unavailable to non-U.S. citizens.

While you should first try a guidance counselor, I don’t think it’s required (at least not at all colleges). Keep in mind, though, that it seems to be reserved for students whose families have very low incomes, not just anyone who isn’t rich. You can try sending some type of proof of your family’s low income along with a letter explaining the financial hardship that paying the application fee would present.

Here’s Yale’s requirement, for instance:

“If you apply for a fee waiver, you will be asked when you fill out the Common Application online for the following information: the combined annual income of your family in U.S. dollars, the number of dependents listed for tax purposes by your parents, and a brief statement of any additional circumstances that should be considered in a review of your fee waiver request.”
