I wanted to take BC but skip AB, can she prevent me?
Yes
Depends on your school policies, pre-requisites, and how much you/your parents want to get involved in escalating it to the school’s administration/principal.
The simple answer is yes. First does your school require AB as a class followed by BC another year or does your school incorporate AB and BC into a one year class - there is is no right/wrong just different ways of doing it so it depends on your school. If your school allows BC as the first calculus class without needing AB find out why they don’t suggest you take it starting with your current math teacher. Are there specific requirements you don’t meet such as a specific grade, a teacher’s recommendation etc. Start out by learning basic facts.
I do not know your situation so even if what you want to do might work at some schools you need to follow the rules at your specific school (such as some schools may allow self study/test to get ahead but other schools may not). If you meet all the requirements at your specific school I would suggest a meeting first with the math teacher then with guidance to see what they say.

If your school gives you an option to test out of AB, you can inquire about that.
My kids’ school required summer work and then an entry test to get into BC before scheduling the students.
BC was known to be very rapid and the school wanted to be able to cover expected material given the huge amount of work and the materials expected in the other AP classes. The counselors had to approve each student requesting BC. They wanted the students to be successful.
A lot of students develop anxiety with the pressure of these classes and getting admitted into their universities.
This actually may depend on your state. Where I live, no one can prevent a student from taking a class solely because it is a higher level course than others. However, no matter what I would HIGHLY advise that you do not do this. Check with the BC teacher; often BC students begin Calculus during their last quarter of Pre-Calc, so you may already be behind your peers. P.S. AB is also an AP course, if you are worried about colleges and rigor it’s unlikely they will turn you down for one level of what is still a college level course.
