Can my uncle write one of my letters of recommendation?

I know this sounds idiotic, and the answer is obvious, but hear me out. I’m an international student, and my uncle is a US citizen. I have a feeling he can write me a great one, even though we’ve only seen each other a few times (three times to be precise), but we communicate often enough. I already have 2 teachers+1 counselor writing my recommendations, but I want to have one outside my school. Would it help? He did all of his post-grad studies in the US, he was a Assistant Professor for a while, and he’s worked with quite a few reputable companies as a Senior and Principal Scientist, and he knows my interest in undergrad research, as well my academic interests. In a way, he’s sort of my academic adviser/counselor Not naming what he did or where he’s worked/working, for the sake of privacy. Anyway, are any of these factors liable to help me?

It’s kind of assumed that friends or family can’t be impartial on recommendations, so no.
