So I am applying to a college (not a music school or something), but I was wondering if I could get in touch with a choir director of the school and send in a song or two to her. Would this not help at all, or do some people do this? I've heard of athletic recruitment, but not any other types. And if it could help, would you tell the director outrightly whether they could put in a word for you in admissions if they are interested after hearing the songs?
Thanks for the help everyone.

one of my friend in my school got a full ride scholarship according to his musical talent. I guess there is?

If you are planning to major in music, or are planning to participate in the music program if admitted, you certainly should contact the department. Some will want to hear your recordings, others will just want to have recommendations from your current/recent music instructors.

And yes, sometimes people are recruited for music, art, the college newspaper, whatever.

"Recruited" may not be the right term. It is extremely rare that an undergrad program will actively "recruit" a musician. The exceptions would be long term prior association with instructor/faculty, major competition win(s) or placements, recording contracts or those already playing professionally.

However, there is hope. A prior fairly current thread (and a few additional links) are here http://talk.collegeconfidential.com/college-admissions/595388-college-choir-recruiting.html

Good luck.
