<p>Nope. There are UCs that don’t even look at the personal statements of transfer students (UC Davis is one of them).</p>
<p>Most UCs will look at what classes you have taken and your GPA.
Like Sopranokitty said, some UCs don’t consider the personal statement. I think they will review only if it is a borderline applicant.
