Can profs enroll students over the class cap?

If so, how likely are they to do so, and
as a student, what is the procedure for having it done? There's a discussion class that's full that I want to get into.

They can raise the cap, but it depends on the department, some (like MCB) are a little more strict than others. Though, if it’s a discussion class, I don’t really think you’ll have a problem, I would wait until fall semester starts and then email the professor (if you’re a freshmen, realize that getting into a full discussion section is not that big of a problem and many people switch/drop within the first weeks).

Unfortunately, the professor him/herself has no control for a large class. The only time that is kind of exceptional is when the waitlist is handled manually, but otherwise there is no way for a professor to enroll 31 students when the enrollment cap says 30.
