Can sending additional letters of recommendation backfire

I know that the content of the letters of recommendation not the writers or quantity matters most, but what if you have more people that have things to say about you. How would they perceive that? Would you seem sort of cocky if you send 2 or 3 in addition to what is required to send? Because I know that you should send letters that have really good things to say about you but if they don't penalize you at all for sending more than you might as well, right?

Many universities have a clear, promulgated limitation on the number of recommendations they will accept. You do not want to exceed this quantity.

I’ve heard multiple admissions officers say that they do not want a pile of additional recommendation letters from students – they already have an enormous stack of files to read through. I would at most send one additional recommendation and only if the recommended knows you from a different context (ex. work, research, extracurricular, music, sports etc.) and will hit on very different points than your teachers or guidance counselor already have.

They might very well just read the top two on the pile and ignore the rest. Would they get the two best? Probably not.
