This confusion is about SAT Subject Tests and the actual SAT itself. All the top colleges require SAT subject tests, but they say that you can send either your ACT or SAT scores. So does this mean that if I score very well on the ACT and I want to "use" that score instead of my SAT I score, but I still send my SAT Subject Tests, they will just ignore the SAT I score on the score report? Aren't SAT Subject Test scores on the same sheet as one's SAT I scores? If they are, am I supposed to believe that colleges will ignore the SAT I scores on the score report if I send my ACT scores instead?

Yes, ALL SATI & SATII scores are on the same sheet. Some schools claim that they use the higher score--ACT or SATI. For USNews & World rankings of selectivity, it is to their advantage to only consider applicant's highest scores (so they can look pickier).

If the school says they will ignore the other scores, why not believe them? They are sorting through literally thousands of applications--they have more than enough data without worrying about extraneous info as well. If you want more info/reassurances, perhaps your GC can assist. My son's scores were all pretty consistent, ACT, SATI & SATII, so it was never much of an issue. He didn't bother sending any ACT scores (extra, unnecessary expense), but they are on his transcript & they corresponded with his SAT scores anyway.
