<p>Hmm… I did black pen because most official forms are blue or black ink. I doubt you could go wrong with a black pen, but perhaps someone more knowledgeable will respond.</p>
<p>I used a black pen (following the same logic as the above poster), if that matters to you at all.</p>
<p>Official documents are always filled out in either black or blue ink, so if you used either of those colors you should be fine.</p>
<p>I used pink to make mine stand out.</p>

<p>^ The most important thing is for your application to be legible, and given that the NMSF packet was printed on light yellow-orange paper, pink might not have been such a good idea ;)</p>
