I'm planning on majoring in biology in Arts and Sciences, but I'm really interested in doing a double major in Cognitive Studies in Peabody College. Is this possible?

If not, I'll hopefully double major in biology and psychology, both in A&S. If I do this, can I still take classes at Peabody?

Yes you can. You only have to fulfill the liberal arts core in your “home” school. You can take classes and/or pick up majors/minors in any school pretty much.

Awesome! But wait, if you only have to fulfill the liberal arts core of your “home” school, would it make more sense for me to switch schools to Peabody for cognitive studies and then have my “secondary” school (if you can call it that) be A&S for biology? Would it still be necessary for me to complete AXLE if I did that?

Yes, that would make (slightly) more sense. You’d need to “transfer” to Peabody at the end of your freshman year and then declare a second major in A&S. It’s kind of gaming the system and I don’t know that Peabody’s core is that different than AXLE, I haven’t compared them closely, but it would probably save you from taking a few courses here and there. Compare the two cores, you’ve got a year before you can transfer anyway.

Easily. Peabody core requirements vary by major, mostly because Education majors need to meet certain requirements for licensure. Generally, Peabody has to be your home school. AXLE and Peabody’s liberal core are about the same difficulty to fulfill, but Peabody’s Liberal Core has more restrictions on which courses meet requirements.
