<p>It’s not possible to add a recommender to a submitted app, but the college might accept the rec if it is sent by email from the recommender. You can contact the college to ask this question. If you do this, be sure the rec includes your full name, high school, and specific identifying information like your birth date or common app ID.</p>
<p>Yes, you can. I submitted my application to Cornell early but was deferred, and submitted an additional recommendation to my “Assign Recommenders” section which was downloaded almost immediately. If, say, the college to which you are applying accepts only two recommenders and you already put down two, you’ll have to remove the recommender whose recommendation has not yet been downloaded. If you reached the limit on recommenders and all have been downloaded, the additional recommendation letter will have to be sent to the college directly.</p>
