It depends on the school’s policies…
Chicago is an open early action program. So yes, you may apply to Chicago early action and Penn ED. I actually know a ton of people who did exactly that. https://collegeadmissions.uchicago.edu/apply/applicants/firstyear
However, Georgetown has an early action program that bars you from applying to another school ED but allows you to apply EA elsewhere. So you may not apply to both Georgetown EA and Penn ED.
Then there are programs like Harvard’s in which a student may ONLY apply to Harvard’s single choice early action program and to no other private university’s early program besides Harvard’s.
The above is correct, but it should be reinforced that should you be accepted to Penn ED, you would need to accept Penn’s offer barring some major disconnect on FA.

Question: while uchicago is okay with my applying to other schools even if I apply to them (non restricted) EA, is upenn okay with me applying to upenn ED and UChicago EA?
I am asking because I don’t want any conflict which could cause either upenn or uchicago to rescind my admission.

^ Correct. Both will be fine with you applying to the other Early. But as Skieurope said, if you get into Penn you are contractually obligated to attend.

On another note, would the decline of the EA admission in this situation count against UChicago’s yield? Wouldn’t seem fair to count it if the OP was forced to go to UPenn.
