If I were to apply to a school Early Decision I and get denied or deffered can I apply to another school EDII?

Yes. I believe that’s the whole idea behind ED 2.

Once deferred or rejected ED, you can apply ED2 elsewhere. Most ED2 programs are set up to capture applicants who are rejected ED1 elsewhere by having the ED2 application period open during the last half of December after ED1 decisions are usually issued. Other ED2 programs, like Carnegie Mellon’s, are not set up to allow those rejected ED elsewhere to apply because they have an ED2 deadline, December 1 in Carnegie’s case, which is before mid-December when most ED1 decisions are issued, and you cannot have two ED applications pending at the same time.
