Can you apply to EA at one school and ED at another... AND MORE Q'S!

I'm a bit torn between UChicago and UPenn... but I won't bore you with a 1000-word paragraph about my issue and try to sum this up in some bullet points:
-Originally really liked UChicago, intended on applying EA. Went to school, most kids there ended up being stuck up losers rather than the "quirkiness" they always advertise. But I tend to be overly-judgmental and didn't really get a chance to talk to many undergrads so... I don't know. Probably am applying EA anyways.
-I am a legacy at Penn (also, my grandfather was a professor there) and I am really attracted to their excellent newspaper. Of course, legacy status would be best with ED, but can I apply ED with another school EA?
-I am being forced by my parents to apply to UMich EA.
-For background, I'm also applying to Cornell, some LACs, Michigan State. My ACT is a 31, UW GPA is a 3.95, excellent EC's, likely excellent essays. Not a perfect applicant, especially my ACT score, but decent, and I think my EC's help me.

Anyhoo.... so can I apply to Penn ED and Chicago/UMich EA? I think it's safe to say there's not much chance of being admitted to Penn if not ED. My legacy status (from what I've read) is pretty much cancelled out when applying regular desicion... any help? Post your question and I'll help you out :) THANKS SO MUCH!

You can but if you get accepted to your ED school, you must withdraw your EA app

Yes, you can apply to Chicago EA and Penn ED since Chicago’s EA is non-restrictive:

UMich’s EA is also non-restrictive:
