can you double major in international relations and wharton if you are not admitted into huntsman?

From what I know about the Huntsman program, you can not double major across schools- you choose the school you want to single major in in the event you are not admitted to the dual degree program. So, essentially, you pick whether you would want the IR degree or the business degree more.
