I'm a California resident and I'm worried about school. Does having 1 D totally exclude me from state schools?or does the minimum eligibility index override that rule. My first choice isn't in state but I would like to have backups. With 1 D and a GPA of 3.3 what are my chances of getting into SFSU, CSUMB, and SDSU?

You’re fine as long as the a-g requirements are met.
SFSU and CSUMB remain safeties.
SDSU chances depend on your SAT score. Score around 1800 for you to have a good chance there.

But what I’ve heard is that getting a C is part of meeting the requirements.

If you get a D, you will not meet that subject requirement. Which means you need to re-take the course. But there is no requirement that you can’t get Ds.

So to clarify, getting a D in an a-g class excludes me from the UC and CSU system? also without fixing the D what do you think my chances are for UNR?
