I know my chance is pretty low but if I take summer course for Penn State would I have fair chance?
If you guys know any way for me to increase the chance please let me know
Also if you think there's other colleges that I should consider, please let me know too :)

I believe Computer Science is in the College of Engineering, which will be a reach with your stats. Summer will help, but you still need to get your test score up. Depending on your interest, you could apply to the College of Information Sciences and Technology. Great program, and more of a safety for you, probably in if you are willing to go summer session. But try to get at least a 28 on the ACT. Check out the different IST majors on thier website:

I would recommend you apply to IST (Information science and technology), where you have actual chances of getting in. If you ask for IST + summer session + bump your score even to 27, it should be fine. Put Harrisburg as your second campus - they have on campus residences and their CS major is more accessible than University Park’s. But if you want UP, then IST is your best bet.
