Can you transfer...twice?

I transferred from a California community college to UCI and completed my bachelor's degree in political science a couple of years ago. I'm interested in going back to school for a bachelor's degree in EECS (Electrical Engineering and Computer Science).

I was wondering if it's possible to go back to community college and transfer again? Since I completed IGETC awhile back for my general education, would I be able to just go to community college, take all the lower division courses required for an EECS major to transfer, and still be considered for transfer acceptances on an equal playing field as first time transfers? Or is it not possible to transfer at all?

The reason I ask this is because the only math class I even had to take as a political science major was statistics. I'm sure I forgot a lot of what I've learned in high school so I'm hoping to review most subjects by myself and begin classes in trigonometry or calculus at community college while taking computer science/engineering/physics classes to fulfill any requirements.

Also, is there a way to work towards an EECS degree without having to reapply for acceptance?

I've spoken to a community college counselor and she was completely useless and lacked any knowledge of it. I spoke to her first since I expect myself to take some lower math courses there to review. I plan to speak to a UC counselor soon. Would I also go over the credit limit they have for transfer students because of my UCI courses? Thanks!

For UC NO! for CSU Yes! Private Yes!

Can I take community college courses to fulfill transfer requirements and apply for a second bachelors? I know at UCI you can apply for a second bachelors, but I didn’t do great there since I halfassed through it. But if I do well at a community college for the requirements I would need, could I reapply for a second bachelors and still have a decent chance to be considered?

What if I apply for a second bachelors at another UC by doing well for lower division requirements I can complete at community college? Thank you.
