<p>i know upenn has some special policy for mexican/canadian citizens(not sure about PR), don't know if that applies to other top colleges tho.</p>

<p>I believe the Ivy League universities, with the exception of Brown, put Canadians in the same pool as American citizens when it comes to financial aid; Canadians are given need-blind admissions.</p>

<p>Hm, I'm not sure. Columbia's website says "Citizens of Canada will require visas to study in the United States but are not considered foreign for financial aid consideration," so I get the impression that for admissions purposes Canadians are still competing with internationals. Hopefully someone else will be able to answer that with more certainty.</p>
