Canadian Citizen from US at "In-Province" Rates?

I came across on this forum (and search does not yield anything) info that Canadian citizens that never lived in Canada are eligible for Quebec/"French citizen" tuition rates at McGill.
Is it the case ?

<p>I expect that you will qualify for situation 8 of the options listed here: [on</a> this page of the McGill website](<a href=“http://www.mcgill.ca/legaldocuments/quebec]on”>Quebec residents | Legal Documents - McGill University), and consequently you will qualify for the cheaper Quebec fees.

Situation 8: You have not resided in Canada for at least 10 years prior to your first semester at McGill and within three months upon your return to Canada you took up residence in Quebec, or you are a permanent resident of Canada who took up residence in Quebec within the first three months after becoming a permanent resident.
