You can apply for federal aid from the US government. You may get lucky and get a scholarship from an Ontario university. Some universities have scholarships that must be applied for, but for the most part, scholarships are awarded based on merit, without a specific application.
Canadian tuition fees are based on being a Canadian citizen or legal immigrant. You cannot fake residency like some try to do, illegally, in the US in order to get in state tuition.
