Caltech isnt, at least thats what i get from their website
"Caltech admits students on the basis of academic and personal strengths and accomplishments, without regard to their ability to meet the cost of a Caltech education. In addition, Caltech is committed to meeting the full demonstrated financial need of admitted students. In the case of international students, the total amount of funds available is fixed. Financial need, therefore, might be a factor in the admission decision of an applicant who is not a citizen or permanent resident of the United States."
no mention of it applying to Canadians

They're not need-blind for intls. I'm applying EA and not asking for financial aid. Thus I get a little bit of a more favourable consideration over other intls.

When they ask if you're applying for financial aid, does that include merit-based scholarships? I'm not sure if I should apply for financial aid or not b/c i don't want to diminish my chances of getting in.
