Carnegie Mellon U Internal Transfer

hello guys, i am an international student from india. i have applied to comp science in SCS as my 1st major but have been rejected.anyways i have been accepted to ECE in CIT in CMU.im really interseted to do a CS major in my undergrad.can i trasnsfer from ECE to CS during my study in carnegie?will the transfer b tough or will it b fairly simple?....also should ther b a vacancy in the SCS for me to b allowed to transfer? generally wat % of transfer applicants are allowed to transfer from ECE to CS?if at all my transfer applicaton is denied the 1st time can i apply again?generally how many students transfer from ECE to CS per year?

i rang up CMU and all they saw is that the 2 requirements that r need for a trnasfer are

1.having a good academic standing in the 1st and 2nd semesters
2.a min of a B grade in 15-211 course.

also doing a doble major in ECE and CS is alos an option.but however is the double majoring option given to any student who wishes to do so or is ther some selectivity or requirements?

also i have been admitted to UIUC CS and Georgia tech CS departments.so can u please help me out with this.where do u think i need to go for my undergrad.all factors except education wont bother me.my fav college is CMU but the fact that i got ECE is the only reason im still thinking.

CMU is ranked at 2nd position along with stanford in the computer department and UIUC and georgia tech are 5th.but in electrical CMU is 10th but UIUC is still 5th.

so do u recomend me to go to CMu and try for a transfer or go to UIUC or georgia tech in which i can join CS directly?if the transfer from ECE to CS is simple then i prefer going to CMU(i just love CMU's CS department)

u may feel that i am bombarding u all with questions but im really confused now and dont know which college to choose from??
