<p>Depends on whose view; there is direct (parents/person in question born/raised there) and indirect ethnicity (a more distant member of the family born/raised there). I do not consider myself a Tortolan, although my mother and all of her predecessors for the last few hundred years are; they were born and raised there.</p>
