No cars for freshmen and sophomores. You must pay for permit (which are really expensive and tickets are no better). You're better off without a car unles you live in the Chicagoland area.

I know plenty of sophomores with cars. There are certain places you can park safely without getting tickets, and you might only have to move it once or twice a week. I live in CRC, on south campus, and while if you park on Sheridan you have to move it somewhere else from 4-6p every day, you can just park on Hinman anytime, no worries. I'm probably going to have a car on campus next year (soph year) if I can convince my parents. It can come in real handy, and it'll help me especially, as a film major, and also just for driving to the city, around evanston, and elsewhere.

i live in a chicago suburb, and it would be really nice if i could have a car to go home if i wanted to and stuff.. is there any way around the no cars on campus for freshmen thing?

Yeah, I mean, no one is really going to stop you from having a car on campus. It's just a question of finding a place to park.. And I guess there might be a rule against it, so just don't tell anybody you have one. Even so, some of my friends from Chicago suburbs here (freshmen) have brought their cars up to campus for a few days for a film shoot or something, parked it across the street and had no trouble. I wouldn't sweat it over "rules" like that.

The following parking rules and regulations for the Evanston Campus have been developed with recommendations from the Parking Committee. The committee consists of representatives of the faculty, staff and student body. The Committee is chaired by Jason Grocholski. Comments related to parking rules and regulations may be forwarded to Mr. Grocholski [here]. It should be noted that parking is very limited and purchasing a permit does not guarantee a space.

The Chief of the University Police Department may establish and enforce temporary parking restrictions deemed necessary for the safety and convenience of the University.

Persons who operate a vehicle on Northwestern's Property are responsible for knowing and complying with these regulations. All vehicles parked on the Evanston campus during enforcement hours, must display a valid permit. The university assumes no liability for loss or damage to a vehicle or its contents.

Student Parking
"The best advice for students about parking on campus is: DON'T BRING YOUR CAR! Parking is extremely limited, so most students walk, bike or take the train. Ryan Field remote parking is an option for those sophomores, juniors and seniors who must have a vehicle, or for those who live within the walking zone and need a place to park their car. Ryan Field permits are sold only during Fall and Winter Quarter, are not refundable."

Ticket Fees range from $5.00 to $125.00. That does not include if your car has been towed away and you have to pay the tow truck to get it out (at least $100). Think wisely before you bring a car (I'm a sophomore and have had no valid reason to bring one. It's one less responsibility that I don't need.) Take public transportation.
