I only applied to Cornell M.Eng (one year / good deal) and with a 3.5+ at Cornell (I had a little > 3.5, undergrad) you are very very likely to get in. I had a 3.75+ in Grad, and have picked up some decent research experience since.

A 3.2 GPA is fine for many Masters programs. Traditionally this was where you picked up research experience before going onto the Ph.D. It's the top Ph.D programs that I was talking about. These are very competetive and they are packed with students who had high GPAs from top schools. However, GPA alone won't get you in - it's all about the research experience.

A 3.9 student with no reasearch experience has much less chance of getting into a Ph.D program than a student with a 3.3 and strong research experience.

Cornell has plenty of oportunities for undergrads to get involved in research. With a B+ average and solid research you'd have a great shot at getting into a good Ph.D program.
