Which would be easier to transfer to if I'm a CCC sociology major?

Here's my situation:
I wanted to transfer to UCLA because I know they have an awesome sociology program, but on their website, it said that the average # of units an admitted student has is somewhere around 97-102 units! I would only have 68 units by the end of two years at my community college(and trust me, I tried squeezing in as many units as I could in the two years I have), so I don't think I have much of a chance now.
From what I've read, USC is a little more flexible on units and their sociology program is great also, so I'm thinking I should apply there instead.

I'm in my second semester of my first year.
GPA: [Last semester] 4.0, [this semester] 3.4, but it should go up by the end of the semester
IGETC: Should be completed by the end of the two years
EC: 70+ hours of comm. service (more to come, of course), Phi Theta Kappa President, Student Government executive, honors program, study abroad France (2006)
Work experience: Working in parents mini-mart in Mexico (We live 5 minutes from the border.)
Other: I didn't do so hot in high school. My GPA upon graduation was a 2.7 and I only did 30 hours of community service.

I would REALLY like it if any of you would rate my changes. Do I even have a chance at either one? Is there any area I should focus on to make my application more competative? I still have a year :)

Many Thanks!
