Certification of Finances

I recently applied to American University in D.C with a pretense that it offers partial scholarships to admitted international students. I know a friend who received a USD 27k scholarship from AU last year. Their website too, clearly purports that they offer "partial scholarships to intl students".
Thing is, I see this stupid Certification of Finances form online, which I'm required to fill and send with my app. This form has a field called Sources of Funds, and under it I find two sections - parental contribution and funds from AU (scholarships). Now, how the heck am I supposed to fill the latter, since I've just applied to AU, and don't even know of my admission status, much less the schol I'll receive!?! :P
However, according to an email clarification from Admissions, I need to have enough money to pay off the entire four-year bill! Their email is very ambiguous, and still doesn't tell me if I can indeed request for scholarship or not.
If anybody else what to make of this, or is applying to AU and facing the same prob, please contact me..

From what my counselor told me, you need to show that you will be able to afford the fees regardless of whether you are applying for scholarships. Scholarships are based on merit and not need, so showing that you can afford the education should not make you ineligible for the scholarships.
