To keep this as succinct as possible: URM status is overrated, and will not take you as far as you will like. I don’t think NYU will happen, try New School, Touro College, CUNY, or Fordham as a good reach.

All I can say is my step-sister who lives in Trinidad applied as an international (obviously lol) and was placed in LSP with almost a 2100 SAT.

I would never tell someone not to apply to a school because it’s not my place. I’m merely giving you advice so you can better understand where you stand in comparison to the typical applicants NYU accepts. If you really like NYU then definitely apply! However, you would be wise to have some back up schools in place that reflect your current SAT score, which unfortunately is not competitive for NYU. Also to answer your question, of course your chances would increase if you upped your SAT score, however if you send one SAT you send them all. They will see your original score, unless you have your scores cancelled, which would probably be unwise.

your reading and math total is 1040. up it by 200-260 points to 1240 or 1300 and that will give you a good chance to be considered for LSP. I would strongly suggest you improve on your math than reading section since it is easier to up your score. There are good techniques when it comes to solving SAT math sections even if you do not know how to do the questions.
