Being an URM with high stats like that, she should have little to no problem being accepted at Reed, or any top LAC for that matter. The SAT is a little low, but all LACs know that one's intellect cannot be determined on a Saturday morning. But she's taken lots of rigorous courses with focused ECs.

The only thing I can see as a problem is that Reed is stingy with aid, and typically students who don't need aid are given the slightest of edges. Will your friend be in need of aid?

Honestly, even if she was, Reed would likely still accept her. Where else is she considering applying?

If she's not a US citizen or permanent resident and needs aid, competition is tougher; Reed offers financial aid to only 15 to 25 international students each year (due to lack of government support). Her stats look like a match for Reed (meaning 50/50 chance); URM helps. ECs look great. Essays are very important at Reed; interview is important (doesn't need to be on campus, but an overnight visit is highly recommended, showing a high level of interest).
