<p>Wait a minute, are you an international or a permanent resident in the U.S? As far as I know, Cornell is need-aware to all internationals except Canadian and Mexican. If you are not PR and need FA, it seems to be not ok to apply Cornell ED. Furthermore, until now I have not seen any case to be accepted into Cornell RD with stats like yours.
If an international intends to get FA from good schools like Cornell, Rice, and Jhs one should have stats to be acceptable at HPYS. And U Michigan, illinois U and SUNY are all state Universities. I have never heard that state university gives international FA.</p>
