Chance a junior with UGA/GT!

Hi people of CC! My mom asked me to do a chance thread for my sister (she's not the best at technology). She goes to a private Catholic school in Georgia and is currently a junior.

Her stats are:
SAT: 1630 (1680 superscored)
ACT: 24
UW GPA: 3.57
AP: she's taken 0 exams but is taking Lang and US History this year and bio, lit, macroeconomics, gov't, and psych next year
Schedule: so she has been taking mostly regular with a little bit of honors mixed here and there up until junior year where she has been taking mostly honors/AP.
ECs: 2 years MUN
1 year student council representative
Worked at dentistry over summer for 3 years
3 years Habitat for Humanity - 2 years on leadership team
3 years track and field/swimming

So I know that her stats aren't really great, but she's on an upward trend. Also, she wants to major in biology on a pre-dental track. Thus, we get to the colleges she's considering:

Belmont
UGA (in-state)
Georgia Tech (in-state and kind of legacy - I'm going there next year, so I'm not sure what that constitutes)
Emory/Oxford of Emory
NYU
Belmont
Clemson

Thanks and if you have any suggestions about colleges (especially California ones), just shoot

With that gpa NYU, G Tech, Emory, and Oxford are all huge reaches. UGA is a slight reach. Belmont and Clemson seem like good options for her stats. Her gpa is fine; it is her test scores that are really killing her.

Ok, what test score should she bring it up to for both ACT/SAT?

Emory: 2050+ Act: 31
NYU: 1950+ ACT: 30
GTech: 1900+ Act: 29
The rest: 1800+ ACT: 27

Are there any other colleges that she could apply to?
