Chance a possible transfer

Hello. I'm a freshman at Northwestern University, currently looking to transfer to schools on the west coast.

My high school stats:
ACT: 31 (however, I took this as a sophomore. I could probably get it way up.)
SAT Subject Test Math II: 700 (again, I could get this up.)
SAT Subject Test U.S. History: 740
GPA: 3.97 (my school did not offer AP or honors classes.)
Class Ranking: top 3%

My college stats at NU:
3.8+ GPA

Notes: I never completed my senior year, but rather graduated a year and a half early from high school. For this reason, I SHOULD be in my senior year of high school, according to age.

Questions: Am I allowed to retake my ACT and SAT subject tests? Or is that looked down upon?
Also, should the letters of rec be from high school teachers (like the ones I sent to NU) or should they be from college proffesors?

You should definately retake!

P.S. I lost my recs from high school but they were excellent (I read them). Also, I speak excellent Spanish (I lived in Central America for a while as well) and could probably do fairly well on the SAT spanish subject test.
